Morrow-Meadows is proud to recognize John Harriel as one who never stops caring about others.  In recognition for his 20 years of leadership and outstanding outreach efforts, John has been promoted to Diversity Manager/Superintendent.  In addition to being one of their hardest working Superintendents, Big John, as he is fondly called, works tirelessly in the Los Angeles community with at risk and proven risk individuals who seek a new direction in their lives through the construction trades.

In his new role with Morrow Meadows, John will implement company wide training and development programs for their employees, visit projects and meet with employees to share the company vision and identify paths forward for improved career opportunities.  John serves as their corporate liaison with customers, employees and the community regarding their outreach and diversity initiatives. John assists their customers, employees and the community with proven methods for educating and developing pathways for individuals in under served communities with the Local Unions and Apprenticeship programs.

John has been an inspiration to many through his work with the 2nd Call Organization, Big John Kares, the City of Los Angeles and IBEW Local 11. Morrow Meadows is extremely proud to support John in his efforts with 2nd Call.

Dean Xuereb



Field Operations Manager, PCL

Seen as a mentor, Dean Xuereb has been directly responsible for kickstarting the construction careers of many individuals. He works with organizations such as HireLAX, 2nd Call, and Flintridge Center on providing job opportunities to those residing in underserved communities. In 1995, Dean joined PCL Toronto as a superintendent. For the past 24 years, he has worked on several major projects including the Infield Development project at Pearson International Airport, RBC Centre in Toronto, the Niagara Health-Care Complex in St. Catharines, and the Humber River Regional Hospital (HRRH). Currently, Dean is the Field Operations Manager on the $1.6 billion Midfield Satellite Concourse (MSC) North project at LAX.

Pam Penn



President, PDA Consulting Group

Pam Penn is the President and CEO of PDA Consulting Group —a California based, community benefits management consulting firm specializing in the built environment. Ms. Penn brings over 30 years of developing and implementing community benefits and public participation programs; and she has established a successful track record in working with governmental agencies, private developers, general contractors, elected officials, and small businesses.

Her expertise in outreach programs have been helpful to clients in generating performance from small, and historically underutilized businesses and individuals; and in communicating the associated outcomes to clients and other interested stakeholders. Ms. Penn has extensive knowledge, and experience developing business and employment outreach programs in transportation, water, wastewater, residential and commercial construction.

Prior to starting her business, Ms. Penn served in several responsible management positions in both the public and private sectors. During her career she has been charged with developing strategies to ensure that small and disadvantaged firms are provided access to contracting opportunities. She has also successfully identified strategies for providing construction jobs to local communities in areas surrounding numerous construction projects.
