Meet the 2017-2018 Board
President, Priscilla Chavez, CCA
Priscilla oversees and manages government relations, community outreach, certified subcontractor relationships, and local hiring requirements to meet the goals of PCL and its clients. She is also responsible for aligning with corporate initiatives to maintain and foster an open and inclusive working environment across PCL project sites.
Priscilla has nearly 10 years of construction experience focusing in all aspects of successful community outreach, advocacy, small business development and contract compliance. She is an active member of the National Association of Minority Contractors, Women in Transportation Seminar, and the Chinese American Construction Professionals and is a Certified Compliance Administrator through Morgan State University.
Vice President, Shilo Losino
Shilo Losino is a mother, wife, and small business owner of Contractor's Best Insurance Services, a firm specializing in insurance and surety bonds for contractors. With an overarching passion for helping people, Shilo understands the limitations of small contractors in the public works space and has a special ability in grooming these firms so they can start down the road of exponential growth. To date, her greatest business success includes growing a firm with bonding capacity of $25,000 to $17,000,000 in 8 short years. With two daughters, promoting women in the work force, especially the construction industry is close to her heart.
Shilo has a Bachelor's degree in Business Management from California State University, Northridge and is a member of the LAUSD Small Business Advisory Committee.
Treasurer, Lakeisha Vaden, LEED AP., Leadership & Management, M.S.
Lakeisha Vaden comes with over ten yearsof construction experience as a Project and Program Manager. She works closely with various stakeholders: clients/owners, architects, engineers, facility managers, general contractors and subcontractors on scope planning and execution.
Lakeisha currently serves as the Contractor Development Manager for Merriwether & Williams Insurance Services. Her infectious ability to move people to a shared vision played a vital role in the overall success of the City of Los Angeles Contractor Development and Bonding Program. She has a passion to serve the community and is committed to identifying and addressing the challenges that are impacting the small business contracting community.

Melissa Wyatt is the owner of MW Enterprises which is a privately managed and diversified real estate company headquartered in Los Angeles. MW Enterprises is responsible for the ownership, management, development and redevelopment of many properties. MW Enterprises currently manage and lease thousands of square/ft. With a market capitalization of over $2 million dollars, MW Enterprises continues to expand by actively pursuing residential and small office commercial real estate in the conventional and affordable housing market. MW Enterprises operate by developing meaningful relationships and leveraging our entrepreneurial capabilities with creative and talented team members who embrace our core values.
In 2004, Wyatt founded grassroots nonprofit, Foundation for Second Chances (FFSC), whose mission is to utilize hand-on education, mentoring, health awareness and community service to maximize the potential of youth. She founded FFSC out of her own financial means and has continued to support and grow it through her own financial contributions and investments.
Barbara Kotsos has held the role of director of marketing and public relations for Giroux Glass, Inc. since early 2014. With over 25 years of marketing and public relations experience, this has been her one position within the construction industry.
Always a fan of architecture and design, she was attracted to the creativity she saw in Giroux Glass’ projects, and with the unusually high percentage of women in top management positions at the company. Barbara is also passionate about women’s equality issues, and was drawn to NAWIC with the goal of helping women succeed, and to increase their presence in construction careers. She is thrilled to be a part of our dynamic industry.
Prior to working for Giroux Glass, Barbara worked in the technology industry and for several Fortune 200 companies. She holds an MBA in Marketing from The Drucker School of Management, and a BA in Psychology from UCLA.
Nancy Lira is the office manager for Herzog’s Western Division Regional Office. Her nearly 17 years of experience include wearing many hats as she oversees payroll, labor compliance, accounts payable, US Dept. of Transportation compliance, as well as assisting the Hensel Phelps-Herzog Joint Venture project office in West Los Angeles as a contract compliance administrator.
Nancy has experience with monitoring project labor agreement requirements, and assisting subcontractors in meeting targeted worker, apprentice, and disadvantaged worker plan requirements.
