Kenneth Ashford, Business Outreach Program Metropolitan Water District of Southern California

Kenneth L. Ashford works in the Business Outreach Program for the Metropolitan Water District of Southern California. The program promotes participation in Metropolitan contracting opportunities to regional small and disabled veteran-owned businesses in Southern California. Over the past decade, Metropolitan has awarded more than $1 billion to Southern California small businesses. Ken’s responsibilities in the Business Outreach Program include communication, event coordination and training. He received his bachelor’s degree in Sociology from California State University, Northridge and Masters degree in Business Administration from the University of Phoenix. Ken joined Metropolitan in December 1994. Prior to that, he worked as a field and legislative deputy for Los Angeles County Supervisor, Edmund D. Edelman.

Ken is the immediate past president and board member of the San Fernando Valley Leadership Organization. He is a past board member of the American Diabetes Association, San Fernando Valley Chapter, and Heaven Hills, a shelter for battered women and children. Ken is actively involved in many civic and community organizations.

Finally, Ken was the past President of City of Los Angeles Affordable Housing Commission where he was appointed by then Mayor Riordan and reappointed my mayor Hahn.

Shilo Losino, CEO Contractors Best Insurance Services, Inc.

Shilo Lee Losino is a small business owner of Contractors Best Insurance Services, Inc, a Firm specializing in Insurance and Surety bonds for Contractors. After spending 20 years working closely with Contractors in the Public Works space, Shilo knows that her in depth understanding of the limitations of small to midsize contractors enhances her ability to guide her clients so that they can navigate the road of exponential growth. She genuinely cares about their success and well-being & helps them achieve their success by offering solutions tailored specifically to their personal & company needs. There are no cookie cutter solutions.

Shilo has served on the National Association of Women in Construction, LA Chapter board as Secretary, Treasurer, Vice-President & President. She is excited about the opportunity to continue to participate in the impact NAWIC LA is making by bringing awareness to the industry, educating women for success & creating scholarships for the next generation of women wanting to enter the construction industry.

She has a Bachelor’s degree in Business Management from California State University, Northridge.

Ethel G. Rubio, ENV SP, Assoc. AIA

Principal

Ethel Rubio is a sole proprietor of a project and construction management, strategic outreach and development and sustainability consulting firm. She is an approved trainer to deliver ENVISION training for professionals to acquire their ENV SP credentials. She recently got reappointed by LA Mayor Karen to the LA City Planning Historic Preservation Overlay Zone (HPOZ) Adams-Normandie District Board and currently serves as the Board Chair. Ethel is an impactful community leader and mentor. She is a strong advocate for empowering women in the construction industry and sustainability education.
